Add stress testing scripts

Add two stress testing scripts to the tools folder:

• stress_test.sh -- a shallow curl-based script for hammering the web server. Good for validating locking behavior and ensuring the system doesn't crash or hang under heavy load.
• udp_test.py -- a python script for generating UDP sync packet floods.

I found these tools useful for isolating and debugging various network related issues.
