remove empty runtimes - batch 4

• Clean ups emptydependencies: runtime
• Updates sqlite to the latest
• fix the wasi-libc as they have releases now , and fix build issues

I have updated the version for sqlite , the update checks can be ignored as they are not in the merge paths
