_ctypes import problem on Windows

It can be reproduced if user creates new file (^n) and tries to run IPython repl
In this case file doesn't have a path and I guess it defaults to ST root folder where Python 2.6 is placed and IPython repl fails

We are defaulting to user home folder and if file has path, it will be assigned later, and if it's not file with path it won't load ST Python 2.6.

I didn't know if I should put it in "windows" block right after, as I have no idea how ST looks on posix system
