Immovable Rod has a good chance of just not showing up when it's supposed to spawn.

Reproduction

1. Observe random Immovable Rod event as ghost.

Additional information

I assume it's a similar issue to when meteors get stuck on the side of the station z-level when they spawn.

I assume that since the z-level update, rods can't loop anymore, as a side note.
