Focusing on "or explore first!" doesn't move the background to it

Describe the bug
Focusing on the "explore first" button on the homepage doesn't move the background indicator to it when on touchscreen or with Reduce Motion turned on.

To reproduce
Steps to reproduce the behavior:

1. Go to home page
2. Press Tab repeatedly to focus on "or explore first!"
3. See error

Expected behavior
The background indicator should move to the "explore first" button when it is focused. Albeit, without an animation/transition if reduced animations are requested.
