Un-expose `next_counter` and `call` functions

In this PR I exposed these functions to get rid of noir warnings.

The change was incorrect but I didn't want to creep scope into that PR and I wanted to unblock next Noir sync.

Look for "TODO(#15980)" in the codebase to find the functions.
