Replaces pairing_point_accumulator_public_input_indices and contains_pairing_point_accumulator with a PublicComponentKey pairing_inputs_public_input_key. This reduces the number of field elements in a honk VK (all variants) by 16. (The old components are still used for Plonk so I couldn't remove them entirely yet).

Documenting the steps required to update various test fixtures for posterity:

Start with a clean full bootstrap.

To regen the Prover.toml files in noir-protocol-circuits/crates, run:
AZTEC_GENERATE_TEST_DATA=1 FAKE_PROOFS=1 yarn test:e2e full.test -t "generates sample Prover.toml files if generate test data is on"

To regenerate __snapshots__/noir_test_gen.test.ts.snap, run (with the -u being the key thing):
yarn-project/scripts/run_test.sh noir-protocol-circuits-types/src/noir_test_gen.test.ts -u

Need to manually update hardcoded fixture data in tests/fixtures/contract_functions.nr + contracts.nr with data from __snapshots__/noir_test_gen.test.ts.snap
