Allows using fixed artifacts for particular networks. Requires #13830 to be merged so it works with playground. Also sneaky fix for bad defaults on cli-wallet account deployments --------- Co-authored-by: saleel <saleel@aztecprotocol.com>

Reverting all changes from two recent PRs (#13686 and #13705) that result in Honk VK changes. Should make VKs consistent with 0.85.
