Summary

Removes leftover PR_POLICY_BODY.md reintroduced on main by #1153 after #1175 had already deleted the prior leftover from #1134.

Leaving this file on main causes the Sync PR policy body job to overwrite unrelated PR descriptions (exactly what polluted #1175 with search-performance text).

RAG impact: no retrieval behaviour change — deletes a CI PR-body sync template only.
