docs: clear post-#1178 leftovers (queue, mojibake, PR_POLICY_BODY)

Summary

Follow-up cleanup after merged PR #1178:

• Remove resolved #007 from the recommended execution queue (it remains correctly archived).
• Restore #054 queue wording to hosted-only follow-up after local presence landed.
• Fix UTF-8 mojibake in docs/outstanding-issues.md.
• Delete stale PR_POLICY_BODY.md (reintroduced by chore: implement audit remediation fixes #1153) so Sync PR policy does not overwrite unrelated PR bodies.

Verification

• Focused Vitest: app-modes, route-reachability, local-presence — 33/33
• UI verification not run: docs-only cleanup
• Product /tools canonicalization already on main via Local presence checks (#054) and canonical /tools entry (#007) #1178
