Closing as superseded by #780. The coordinated replacement pins CodeQL init, autobuild, analyze, and every upload-sarif phase to one reviewed v4.37.6 commit and adds a permanent repository-wide atomic-revision contract. Merging this isolated v4.37.4 phase would recreate a mixed lifecycle. No check or review from this PR transfers to #780.
