• If a new code pattern is added I verified it was agreed to be used by multiple Expensify engineers

I think I found the root cause.
WorkspacePageWithSections wrapper was added in #48874 but they forgot to add showLoadingAsFirstRender={false}.
We can add it here.
We can merge after fixing this.
