Muon Front End: Monitor Kicker

As a muon scientist, I need the behaviour of the Muon Kicker to be monitored, so that I am warned of undesirable behaviour.

Acceptance Criteria

1. parent of Muon Kicker: Display Status of Kicker PSU #3404
2. parent of Muon Kicker: Monitor Oscilloscope Trace #3406
3. parent of Muon Kicker: Display Vacuum Pressure #3407
4. parent of Muon Kicker: Monitor Kicker Stability #3405

As a Muon scientist, I want some advance warning of problems with my Kicker HV.

Acceptance Criteria

1. There is an IOC to monitor the 2 inputs related to the kicker and monitor via DAQmx
2. There is a PV which monitors the peak voltage and alarms when this is unstable
3. There is an ability to view a trace of the voltage, as per an oscilloscope

Notes

1. The peak voltage should be stable for 2ms out of the 20ms cycle and for the 20ms after a pulse to TS2 where there is a 40ms gap
2. The trace note that this may require more specific timing, this would need to be considered and confirmed during work on this ticket.
