Muon Kicker: Display Vacuum Pressure

As a muon scientist, I need to see the current vacuum pressure of the Kicker.

Acceptance Criteria

1. I can view the current value of the vacuum pressure.

Notes

1. required by Muon Front End: Monitor Kicker #3071
2. The vacuum pressure in the Kicker segment is measured by a TPG 300.
