LARMOR: integrate bump strips + air signals from Beckhoff

Following on from #6916 we can add the air signals into IBEX. Additionally we should modify the bump strip setup to be triggered by an ADS PV rather than a Galil var.

Acceptance Criteria

What is the acceptance criteria?

• Air signals are propagated to IBEX
• Bump strips work as they previously did

in case i get hit by a bus:

was planning on following the new standard set out by #6916 when SC lets me know what it's called and the bump strips we'll just have to modify config/galil/bumpstop.cmd (we should move this into a common motors dir in future, #6965 is for this) to point at the relevant ADS PV

OK, work is done and we have confirmed we can read the air signal and bump strip signal from the Beckhoff. Any further work beyond this will be done after the release in #6966 - this involves

• setting up a block for the air signal
• inverting the bump strips in some way (this is currently the wrong way round it seems...)

Note that the PV will have the TC_01 prefix so will look like
IN:LARMOR:TC_01:BAIRPLC rather than IN:LARMOR:BAIRPLC after the release.

I am going to propose #6976 as we should not have the Galil IOC loading bumpstrips.cmd in for the Beckhoff.
