We seem to have cases where we encounter a similar problem in running the tests too, where a global LibGit2 is loaded even though we are running the test file from stdlib/LibGit2/test/runtests.jl (when running it with runtests.jl LibGit2). I don't know if a similar solution would be helpful there too?

Should this be append_default_depot_path!(DEPOT_PATH; only_bundled=true)? It seems odd for one of these to now respect the user's JULIA_DEPOT_PATH, but for the other to ignore the user's LOAD_PATH. In theory our sysimg.mk file sets both of those variables correctly for the build already (although I think someone pointed out recently that I missed a place)

Otherwise, if your versioned environment has the wrong dependencies for an stdlib, Julia fails to build. Happens currently sometimes for LibGit2 since it recently got the LibGit2_jll dependency.
