Overall my only concern before approving this is that the folder names and heirarchy don't seem to match the Titles of the sections which is going to lead to some confusing urls, and complications for editors. Some examples were pointed out inline comments.
- moved faq folder - fixed references in faq.rst - updated image links and moved faq images into _static/faq_images
- keep consistent with name of the related folder/content

- tutorials/ -> science/ - tutorials.rst -> technical_tutorials
- renamed intro/ to getting_started/ for consistency - fixed broken link to IceSat_ATL03_Tutorials.ipynb (was called ...science.ipynb)
