Decay Exclusion Rule: Cannot update a score manually

Description

When an IOC is under a decay exclusion rule, the score of the IOC cannot be modified.
It is only modified via upsert but not via update

Reproducible Steps

Steps to create the smallest reproducible scenario:

1. Create an exclusion decay rule that exclude for instance: tlp:green
2. Create an IOC with marking tlp: creen
3. Try to edit the score of your IOC

Expected Output

The score is modified, given a Decay exclusion rule is meant to prevent the score & dates to be updated automatically, but the manual update should be possible.

Actual Output

Score not modified.
