apply clusterstack resource once the CRDs are applied

In discussion with @janiskemper we discussed that we should apply the clusterstack resource using a button on the top. As of now, we apply it too early and we apply it every time tilt starts. This issue tracks the same.

tracking of openstackrelease should be removed from tilt and then we should apply it in the next step.
