Consider moving initializr out of the versioned content

While Inititializr is aware of Steeltoe versions, it is independent of them and its documentation will not align.

For a low-effort attempt, I tried just moving the v4/initializr content up a level, but that produced pages like the screenshot below. We should revisit during or after the docfx update
