Implement full viewport for Control Bar Pro support

GenTool enables full viewport with

-forcefullviewport command line argument

and/or

A loose file or BIG Archive file with following path: "GenTool/fullviewport.dat" and content "1" (not 0)

All Control Bar Pro's ship with this "GenTool/fullviewport.dat" which tells GenTool (or now the game) to force full viewport. Despite supporting these legacy methods, it would be good to have a GenTool unrelated toggle too.

There is another issue with the current control bar pro with fonts. It might be better to ship our own variants and ignore others.

The versions that are for 4k don't work properly when you have font scaling unlocked in the game.

I found this when checking font scaling with fish.

Yes Control Bar Pro uses manual font scaling because retail game does not scale well up to a certain point.
