[FPS] Chat cursor and Backspace behavior is FPS-dependent #1690

Bug Description

I found this out during testing at GeneralsOnline on their latest public version, see mrtnptrs/GO-staff-issue-tracker#6 Everyone seems to assume it to be a long-standing issue, but to my surprise, no issue seemed to have been filed here about it, even after extensively searching for it. Might have still missed it somehow, but I hope not.

The chat boxes are FPS-dependent in two ways:

  • The cursor itself starts to flicker progressively faster the higher the FPS is.
  • After you have typed text and try to delete a letter with the backspace key, the FPS will progressively determine how many letters get deleted with each press of the backspace key.

Reproduction Steps

  1. Go to the in-match chat, lobby chat, network chat or any other chatbox.
  2. Unlock the FPS-cap above 30. Values above 120 makes this most obvious.
  3. Type in some text.
  4. Watch the blinking cursor and press the Backspace keyboard key once.
  5. Observe multiple letters being deleted.
  6. Increase the FPS-cap even more.
  7. Press backspace again in the chat.
  8. Even more letters are deleted.
