Edge scrolling does not work in windowed mode

Edge scrolling does not work in windowed mode. In full screen mode the camera will move when the mouse cursor touches the edge or corner of the screen. There are players who cannot play without this feature, because they are used to this way of controlling the camera. And therefore they cannot use windowed mode.

It seems like removing this check in line 301 of Code\GameEngine\Source\GameClient\MessageStream\LookAtXlat.cpp allows edge scrolling to work on windowed mode.

However, with only this change, it only work if the cursor is both at the edge of the window and at the edge of the screen (So, Borderless Fullscreen)

Managed to test it by hunting for the equivalent code in modded.exe (I think it's from either GenPatcher or GenLauncher, can't remember right now)
in ghidra + cheat engine and NOPing the check out.
