Drop TableProperties.HMS_TABLE_OWNER in 1.3.0

This field is deprecated in 1.2.0 by #6314 and should be removed in 1.3.0. The similar one from HiveCatalog should be used instead.

@john8628 thanks for the interest! However, we should wait with this ticket for 1.2.0 to go out that will mark this property as deprecated, so that we can drop it in 1.3.0. It's kind of too early to implement it now.

We should wait for #6314 to get merged AND the 1.2.0 release to be out. Note, we have just released 1.1.0 so this might take some time. The reason to wait for 1.2.0 is that 1.1.0 introduced this property, 1.2.0 will mark it as deprecated and then we'll be able to drop it in 1.3.0 the earliest. So I'm afraid it's too early to start working on this ticket.
