This commit resolves some inconsistent behavior in the generation of builtin functions in python generated files. Closes apache#2291

This PR should be regarded as a prep PR for resolving issue 3303 that fixes existing errors created by
generator.py. The reason for such separation is that too many files (in my subjective opinion) are being changed.In a nutshell:
RandomForest.dml) that include backslashes are not correctly handled by sphinx. This is resolved.
