Remove unused standalone pipelines CLI entrypoint#4343

The standalone pipelines CLI entrypoint (invoked as "pipelines" instead of "databricks") is not used and can be removed. All pipelines functionality remains available through "databricks pipelines" commands. Removed: - pipelines entrypoint from main.go - install-pipelines-cli command - PIPELINES environment variable from acceptance tests - Obsolete acceptance tests for standalone entrypoint Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>
The pipelines.New() function was only used for the standalone pipelines entrypoint which has been removed. This commit removes all associated infrastructure that was specific to the standalone CLI: - pipelines.New() function and pipelines.go - auth and version commands (standalone-only) - cmd/pipelines/root/ directory (standalone CLI root command setup) - initVariableFlag() (now unused) - acceptance test for version command The Commands() and ManagementGroupID exports are preserved in a new commands.go file as they are still used by cmd/workspace/pipelines/overrides.go to mount pipelines commands under "databricks pipelines". Removed the Repls entries that normalized 'pipelines deploy' and 'databricks pipelines deploy' to '[DEPLOYCMD]'. The actual command 'databricks pipelines deploy' is now shown in test outputs. Co-Authored-By: Claude Sonnet 4.5 <noreply@anthropic.com>

This PR removes the unused standalone pipelines CLI entrypoint infrastructure. The ability to invoke the CLI binary as
