Passes the "mcp-{version}" flag every time a call is made to fetch from the
datacommons-clientobservationendpoint. This is used to identify queries that originate in the MCP server in Mixer's usage logs.Updated tests to reflect this new parameter passed into the client.
Also updates the
datacommons-clientpackage version to2.1.2so that the surface header is included.
