The Fallback policy section has this wording: "A custom IAuthorizationPolicyProvider can optionally implement GetFallbackPolicyAsync to provide a policy that's used when combining policies and..." and links to this API browser documentation which is without information that might help someone understand what is meant by "combining policies".
Would it be possible to get an explanation of what is meant be "combining policies", the circumstances in which it happens, and as I saw somewhere else why combining policies might be discouraged? Perhaps it is needing its own section or something.
