This updates the release flow so pushes to dev run the integration gates, build/sign/verify/scan the images, deploy staging through GitOps, run staging DAST, and then open the promotion PR to main with the tested source plus production GitOps digests.\n\nAlso updates GitHub OIDC trust for dev, Azure federated credential documentation/config, Sigstore policy docs, and demo/readiness docs to match the new flow.\n\nLocal validation performed:\n- Workflow YAML parsed successfully\n- terraform fmt -recursive terraform\n- terraform validate for AWS and Azure\n- helm lint k8s\n- git diff --check\n- pre-commit hooks from commit
