LGTM.
x/distribution/client/testutil/suite.go:TestNewWithdrawAllRewardsGenerateOnly is missing, but there is a similar test in tests/e2e/distribution/withdraw_all_suite.go that was added to SDK 0.46 via cosmos#10842. If the test is the same, please remove the TODO from x/distribution/client/testutil/suite.go.
