Remove 'Disable install pylint' code from LinterInstaller

Basically, revert the work in PR #3553, related to #3007.

Once the Python Language Server is set as the default in the extension we will no longer need to treat the pylint linter with any special code. Remove the prompt option to 'disable install prompt' for pylint.
