Load workspace instructions from the selected execution environment instead of the app-server host.
This walks each environment's
PathUriworkspace, readsAGENTS.mdthrough its filesystem, preserves environment-native instruction-source paths through core and app-server, and renders those paths correctly in TUI status output. The remote Windows smoke test now verifies that the model receives the Wine workspace instructions.Stacked on #28568.
