Preserve environment-native paths when app-server reports command actions.
This changes command action paths to
ApiPathString, rendersPathUrivalues using the selected environment's convention, and recognizes literal PowerShellGet-Contentreads without consulting the host shell. The remote Windows smoke test now verifies the native command action path.Stacked on #28563.
