oc_appconfig is not defined

During installation (Setup in the browser) an oc_appconfig is not defined error is thrown.
It doesn't do any harm, but it's "not nice" ;-)

Probably regression due to #33414

Steps to reproduce

1. Open browser to clean oc install
2. Open bowser console
3. See error

Possibly related issues are #20179 (OC_AppConfig hook isn't present anymore), #7226 (ReferenceError: Files is not defined), #32462 (jQuery is not defined), #10537 (Identifier "Scanner" is not defined), and #14317 (Identifier "OCP\INavigationManager" is not defined.).
