Empty list of 'missing resources' in status message on non-ready gateway

Describe the bug

A failure to update an immutable TargetGroupBinding cause a non-ready gateway with an empty list of missing resources:

    type: Programmed

TargetGroupBinding status field is:

The problem is caused by the gateway controller exiting early on fatal render errors and thus not correctly updating status conditions.
