DPV 2.3

Summary

We're pleased to present as the completion of the past 4 months of work. The changelog is available at https://w3id.org/dpv/2.3/changelog.html.

There is one breaking change between 2.3 and 2.2 in terms of dpv:ServiceProvision where the concept has been changed -- adopters are advised to look at the new taxonomy of dpv:ServiceManagement concepts and use concepts accordingly. Rest of the changes are in extensions marked draft. Going ahead, we do not foresee major breaking changes in the future release which is tentatively labelled 2.4.

In total, DPV 2.3 and all its extensions contain 9982 concepts, and compared to 2.2 - 594 concepts have been added and 30 concepts removed. The count of added and removed concepts include moving concepts between extensions.
