Marine Class Changes

- Base speed lowered from 5.8 to 5.7
- Fly speed lowered from 11 to 10.5 (This cap is only on the initial jump boost, you can accelerate past this with multiple 'jumps' in air)
- Fixed nano armor not working as expected, and fixed client side mismatch.
- Increased Jetpack pRes cost from 5 to 10
- Walk binding is now using the 'SecondaryMovementModifier' binding (Same as original CompMod/Current NSL Comp Mod)
- Jetpack movement reverted to vanilla system for now, still has increased flight speed (from 9 to 11)
- Marines have slightly improved air control, can double jump uphil (More tweaks coming!)
- Added walk ability back for Marines (uses shift)
- Marine weight calculation adjusted, higher weights are required for larger impacts on movement speed
- Jetpack cost decreased from 15 to 5
- Jetpack flight speed increased from 9 to 13
- Jetpack initially performs as a 'jump-jet'
- Base accel increased from 28 to 55
- Base fuel use rate increased from .21 to 4
- Replenish rate is .2
- Upgraded jetpack functions more like current vanilla jetpack
- Acceleration is 30
- Fuel usage is .35
- Replenish rate is .25
- Exo model size decreased by 10%
- Marine base speed increased to 5.6 from 5.0
- Marine sprint removed.
- Jetpack speed increased to 10 from 9
- Exo speed increased to 6 from 5.75
