Remove unused code parameter from describePreviewError

describePreviewError took a code argument that was never used because lookups key on the description string. Dropped the parameter, updated the only caller in PreviewUnreachable, and added a unit test covering the mapped, unknown, and empty-description cases.

Overview
describePreviewError now takes only the Chromium error description string, since friendly text is resolved from PREVIEW_ERROR_CODE_MESSAGES keyed on that string and the numeric code was never used.

PreviewUnreachable is updated to call it with description only. When the description is empty and there is no table match, the fallback user-facing text changes from Network error (${code}) to Network error (the raw code still appears elsewhere via errorLabel).

The code parameter is removed from describePreviewError in errorCodeMessages.ts, and the fallback return value changes from a formatted string containing the numeric code to the static string "Network error". The call site in PreviewUnreachable.tsx is updated to match the new single-argument signature.
