What

Adds an implement-plan skill, bringing the implementation phase under the same governance the rest of the ticket lifecycle already had. An agent handed a saved feature plan is now instructed to carry it through to a finished branch: treating the ticket's acceptance criteria as the contract wherever plan and code disagree, leaving the plan itself unedited, and running the plan's own verification gates. The instructions hold whether the plan was written moments earlier in the same conversation or handed cold to a fresh session.

The menu offered after planning now presents three options rather than four, its two implement options collapsed into a single Implement. Whether the finished work wants a review pass is now decided once there is a diff to judge, rather than before any code exists.

Why

Implementation was the only phase of the ticket lifecycle with no skill behind it. That was survivable in-session, where the conversation still carried the ticket and the design decisions behind the plan, but it meant a plan handed to a fresh window — or to the other harness — was carried out however that session improvised, with nothing resolving the ticket contract, holding task order, running the closing gates, or reporting progress during the longest phase of the flow. It also forced the review decision to plan time, where it had to be guessed before anyone knew what the code would look like.

Details

🎉 Features

  • implement-plan resolves its plan from an explicit path, else the plan already in context, else the newest plan artifact for the ticket — matching both the base and revised filename forms, so a refined plan wins over the original it supersedes. It announces the resolved plan and timestamp before executing, so a superseded plan is caught while the choice is still free.
  • The ticket resolves from an explicit source, else the branch manifest's stored URL, else the plan's own provenance. When every source fails, the skill says so and runs against the plan as the sole contract rather than stalling or silently substituting one.
  • Tasks run in plan order against their own acceptance criteria, each committed as its own commit, since everything the closing menu offers reads committed history. Divergence that no longer fits the plan's approach goes to the user before implementation continues; adapting details within it does not.
  • Lifecycle events fire at the start of the run, after each completed task, at completion, and around the closing menu, so a watching surface can render the phase while it runs.
  • The closing menu offers a review pass, an orchestrated review, or a PR, and recommends from the realized diff rather than the plan-time estimate. Work that looked trivial at plan time carries that read forward as a note rather than a commitment.
  • The skill reads the feature plan shape only. A spike plan carries investigation steps and a deliverable instead, so the plan-time menu renders a separate 🔬 Investigate option for it, invoking no skill, and the skill turns one away at the step where it reads the plan. Whether carrying out a spike plan should get a governing skill of its own is tracked as a separate decision.

🧪 Tests

  • The spec-inlining suite covers implement-plan as an option-format consumer, and pins the collapsed menu's Implement mapping and its spike carve-out — the clauses an improvised menu would drop, each guarding a named failure.

`implement-plan` carries a saved plan through to a finished branch: it resolves the plan and the ticket from the environment, works the tasks in plan order against their acceptance criteria, runs the plan's verification gates, and closes with a menu offering a review pass or a PR. A session that has none of the planning conversation in context — a fresh window, or the other harness — needs no arguments to pick the work up.

The ticket's acceptance criteria decide when the plan and the code disagree, and the plan artifact stays read-only, so a later reader can still see what was decided at plan time. Divergence that changes the plan's approach goes to the user before implementation continues.

The closing menu recommends from the diff that was actually produced rather than from the plan-time estimate of how much review the work would need. Lifecycle events fire at the start of the run, after each completed task, at completion, and around the closing menu.
The next-steps menu after a plan now offers three options rather than four: Refine plan, Orchestrate, and a single Implement that hands the plan to `implement-plan`. Choosing it no longer means choosing, before any code exists, whether the finished work will want a review pass — `implement-plan`'s closing menu makes that call from the diff that was actually produced. Work that looks trivial at plan time still surfaces that read, as a note that the review can be skipped later.

The Implement line pastes into a fresh session or the other harness as readily as it runs in the planning conversation, since the skill re-resolves the plan and the ticket from the environment when the conversation does not carry them.
Trivial work at complexity levels 1–2 now routes to the same Implement option as everything else it fits, carrying a note that the review can be skipped once the diff exists. The routing table previously sent it to a second implement option that the plan-time menu no longer offers.

Cover `implement-plan` in the spec-inlining suite, which asserts that the option-format contract reaches the agent inlined rather than behind a link. Update the plan-menu fixtures to the collapsed three-option table, and pin the Implement option's mapping to `implement-plan` — the improvised alternative the mapping guards against is the ungoverned manual path the option replaces.
Resolving a plan with no arguments now finds a refined plan. `implement-plan` matched only the base `_plan.md` name, so on any ticket whose plan had been through a refine round it silently returned the superseded original and announced it as the newest — discarding the review findings and the revision that answered them. It now matches the revision form too and picks the newest of the two by timestamp.
A spike plan no longer routes to `implement-plan`. Spike and feature plans save under the same name, so the collapsed Implement option offered the skill for both — but a spike carries investigation steps and a deliverable where the skill reads tasks and verification gates, and it produces findings rather than a reviewable diff. The plan-time menu now offers 🔬 Investigate for a spike, invoking no skill, and the skill states the shape it reads and stops when handed the other one.
`implement-plan` now commits each task's work as it finishes, so the branch it hands to the next step holds the work it describes. The closing menu offers a review pass or a PR, and every one of those options reads committed history — a review diffs against the merge base and would have reported a clean result on work it could not see. Opening a PR additionally needs the branch pushed, which the menu now says.
The rubric's consumer table lists `implement-plan`'s closing menu, which reads the trivial levels to decide whether a change can skip review. The table names every skill that routes on complexity, and a reader reconciling routing behavior across skills reads it as complete.
A watching surface now sees `implement-plan` finish when it declines a spike plan. The skill emitted its start event before it could know the plan's shape, so a spike arriving at the scope check left the run open forever on the surface the events exist to feed. The check now has a numbered home at the step where the plan is read in full, and emits a `stopped: spike plan` outcome before it halts, matching how `create-pr` closes out its own sync stop.

The skill's description names the feature plan it reads, so a harness selecting between skills can tell a spike is not one of them.
The Implement option's skill mapping carries its spike exception, so an agent that reads the mapping list without the paragraph above it still learns that a spike plan invokes no skill. The mapping was unconditional, which pointed a spike branch at a skill that reads far enough to turn it away.
Pin the clause that renders option 3 as 🔬 Investigate for a spike plan. The suite's rules are the phrases an improvised menu has been observed to get wrong, and this one is more improvisable than the mapping already pinned beside it: it is conditional, rarely exercised, and carried in prose rather than a table row. Removing the paragraph now fails all four consumers.
The plan menu's recommendation rules name the option a spike plan lands on. Rule 2 is the Investigate option, and its feature-shaped test — verification surface, review pass, `implement-plan`'s closing menu — is written for a diff and does not apply to an investigation, so rule 2 matches whenever rule 1 does not and rule 3 never fires. The rules previously spoke only of Implement, so a spike answering rule 2's test honestly fell through to rule 3, which recommends the development pipeline for work that produces no diff.

Option 2 still renders and stays pickable on a spike; it no longer draws the recommendation. The spec-inlining suite pins the clause, as it does the carve-out beside it.
