The overlay loader that supplies each harness's tool-name mapping and frontmatter defaults now lives in its own module, shared by the skill and subagent deploy paths.
The skill-directory transform — include expansion, tool-name rewriting, and relative-link rewriting — moves into one shared module. Installation renders declared skills through it, so the same transform can be reused by other deploy paths instead of being reachable only from the install path.
Declared skills deployed by `sync` now have their `<!-- include: -->` directives expanded, their bare-relative Markdown links rewritten to absolute targets, and their `{tool:…}` placeholders rewritten to each target harness's tool names — the same transforms `install` applies. A skill that uses these constructs deploys identically whether delivered by `sync` or `install`.
A broken include or an unmapped placeholder now fails the `sync` run, `--dry-run` included, before any file is written, rather than deploying a broken skill.
