feat(web): thread actions from the chat header title

Every thread action (pin, settle, snooze, rename, delete, ...) lived only in the sidebar row's right-click menu — a long trip from the thread you're already reading, and unreachable when the sidebar is collapsed or the mobile drawer is closed.

The thread title in the chat header now opens that same menu: click it (a chevron fades in on hover), or right-click anywhere in the breadcrumb area. Rename happens inline in the header, with the same commit rules as the sidebar. Full action parity with the sidebar menu.

Details:

• The menu item list is extracted into a pure buildThreadActionMenuItems that both the sidebar and header render, so labels/ordering/capability gating cannot drift.
• Settled/snoozed classification uses the same inputs as ChatView's parked-thread banner, so the menu and banner always agree.
• Settle/snooze from the header do not navigate away — you acted on the thread you're reading, and the banner offers the way back.
• Drafts keep the plain read-only title; the git/scripts controls on the right keep their own right-click behavior.

Overview
Thread actions that were only on sidebar right-click are now available from the chat header for server threads: click the title (chevron on hover) or right-click the breadcrumb area. Drafts keep a read-only title with no menu; header git/scripts controls still use their own context menus.

buildThreadActionMenuItems centralizes menu labels, order, and capability gating; SidebarV2 and the header both use it so the two menus stay aligned. useThreadActionMenu wires the native context menu to the same mutations as the sidebar (pin, settle, snooze, delete, etc.); settle/snooze from the header do not navigate away. Settled/snoozed labels use the same PR/auto-settle inputs as ChatView’s parked-thread banner.

Inline rename in the header shares resolveRenameCommit (trim, reject empty, noop if unchanged) with sidebar behavior and persists via updateMetadata. ChatView passes isServerThread and changeRequestState into the header. readEnvironmentSupportsTitleRegeneration gates the regenerate-title item per environment.

• High (silent rename/undo failures): commitRename now awaits the AtomCommandResult and toasts "Failed to rename thread" on non-interrupted failure, matching the sidebar's commitThreadRename. The snooze toast's Undo handler likewise reports "Failed to wake thread" when the unsnooze mutation fails.
• Medium (click vs double-click race): dropped onDoubleClick rename on the title button — single click opens the menu, which already has a "Rename thread" item, so the gesture was redundant as well as racy.

Fixed in f0ffb14: the header menu's effectiveSettled call now quantizes now to the minute exactly like useNowMinute, so the menu, the sidebar partition, and the parked-thread banner classify from the same clock and can't disagree at the auto-settle boundary. (Snooze classification stays precise, matching ChatView's own snooze path.)
